I've tried both USB and CD-Rom. The PC wouldn't try and boot from the USB stick. With the CD-ROM, it says Starting Caldera DR-DOS and just sits there with a blinking cursor...

I unplugged the HD and now PC-Doctor boots - normally I would expect it to eventually give up and mark the HD bad somewhere - just hanging doesn't seem good to me.

Try plugging a known good drive into the system and see it it boots.  I have seen systems with hard drives that would cause system hangs outside of PC-Doctor.
